First responders.

A closer look at the post-crisis situations in London, Madrid, and New York following the terrorist attacks shows the "real first responders" were actually ordinary, local citizens. Does this build the case for more localized disaster response, as opposed to the top-down, command-and-control model currently in place with FEMA?
